Professor Binde was born and raised in Riga. In 1978 he graduated from the Faculty of Radio Equipment and Communications of Riga Polytechnic Institute as an engineer designer-technologist of radio and electronic equipment (Dipl.ing, Mg.sc.ing). He has studied in Germany (1990), in Institute of International Business in Stockholm (1995), and in Columbia University in the USA (2000). Honorable Doctor of Riga Technical University (Dr.h.c.) (2006). In 2007 he defended his doctoral thesis and graduated from the University of Latvia with a PhD in Economics (Dr.oec.) and Business Management.

Since 1992 Prof. Binde has served as the President and since 2004 as the Chairman of the Management Board of “Latvijas Mobilais Telefons” Ltd., and since 2017 as a Professor at Vidzeme University of Applied Sciences. From 1987 to 1992 he was a Chief Technologist and the Head of the Technological Department at the “Scientific Research Institute VEF”; and from 1984 to 1987 the Deputy Head of the Scientific and Technical Information Department and the Head of the System Analyses Group.

From 1978 to 1984 he progressed from an engineer-designer to the Deputy Senior Designer of Consumer’s Radio Equipment at the production association VEF.

Juris Binde is the Vice President of the Employers’ Confederation of Latvia (LDDK) and the Latvian Information and Communications Technology Association (LIKTA), Member of the Advisory Convent of the University of Latvia and Riga Technical University, expert of the Latvian Council of Science.

He has received the following awards: in 2001 the Order of the Three Stars of the Republic of Latvia (Fourth Class), and in 2014 the Swedish state award the Order of the Polar Star (Knight 1st Class).
